Why do pets get left behind?

Research on evacuation behavior found something counterintuitive: pet ownership is the single biggest risk factor for evacuation failure. Not income, not age. Pets. And the more animals in a household, the higher the risk.

It isn't that owners don't care. It's the opposite. After Hurricane Katrina, a Fritz Institute poll found that 44% of people who didn't evacuate stayed because they wouldn't leave their animals.

Good intentions aren't the gap. Logistics are.

What actually stops people?

The two most common reasons families left pets behind were believing they wouldn't be gone long, and concern for the safety of the people in the household.

Both are decisions made under time pressure with supplies that aren't packed.

How do these bundles work?

Each pairs a household emergency kit with a purpose-built pet kit, either a cat kit or a small dog kit.

What to add yourself

• Current vaccination records. Shelters that accept animals require proof.
• A recent photo of you with your pet, which proves ownership if you're separated.
• Any medication, with dosing written down.
• A carrier your pet will actually enter. Practice with it before you need it.
