How Emergency Alerts Reach a Deaf or Hard of Hearing Household
Your phone buzzes on the nightstand at 2am. Down the hall, your mother is asleep with her hearing aids in a charging dock on the dresser. The alarm in the hallway is doing its job perfectly, and she is not going to hear it.

Warnings arrive on four channels, not one
It helps to stop thinking about "the alert" as a single thing. In practice a warning can reach your house four different ways:
- Your phone, through Wireless Emergency Alerts
- A weather radio, if you have one
- The alarms already installed in your house, meaning smoke and carbon monoxide
- People, meaning a neighbor at the door or a family member calling
Each one fails in a different way. Phones run out of battery. Weather radios only cover weather. Smoke alarms only cover the house itself. Neighbors are not always home. The goal is not a perfect channel. It is making sure no single failure leaves you with nothing.
Will emergency alerts still reach my phone if the sound is off?
Wireless Emergency Alerts are the messages that arrive from local authorities about extreme weather, evacuations, and similar threats. They land on the screen looking like a text. The FCC notes that each one carries a distinctive attention signal and vibration, specifically because that combination reaches people with hearing or vision disabilities.
The vibration is the part that matters here, and it is also the part people accidentally switch off.
Under a rule the FCC adopted in February 2025, alert senders can now issue "silent" alerts without the audio signal, the vibration, or both. To keep those accessible, devices are required to offer a setting that presents the vibration for every alert, and if you turn that on, it overrides whatever the sender chose.
Open your phone's notification settings and confirm emergency alerts are on with vibration enabled. Then decide where the phone sleeps. On a nightstand it can be felt. On a hard surface it can often be heard by others in the room. Across the house it does neither, and a phone face down on a folded blanket does nothing at all.
Can I text 911 instead of calling?
Most people assume texting 911 works everywhere. It does not. The FCC is clear that text-to-911 is only available in certain locations because each emergency call center decides whether to accept texts. To find out about your county, check the FCC registry, which downloads as a spreadsheet.
If you text where it is not supported, carriers are required to send back an automatic message telling you to reach 911 another way. That is a useful safeguard, but finding out in the moment is not where you want to learn it.
There is a second limitation worth knowing. A voice call typically hands the call taker your number and approximate location automatically. A text usually does not, so the message needs to include the address.
Write the answer on your family communication plan, next to the phone numbers. If it works where you live, the standard guidance still holds: call if you can, text if you can't.
The hardest hours are the ones you are asleep
Every channel above assumes someone is awake to receive it. Overnight, the house itself becomes the alerting system, and this is the piece that matters most if you are helping an aging parent get ready from a distance.

Hearing technology has a battery problem
Rechargeable hearing aids are excellent until the power is out for two days. Anything that charges in a dock needs a plan, and the plan is different depending on whether your devices take disposable batteries or not.

- Turn on emergency alerts with vibration, and confirm it survives silent mode
- Look up whether your county accepts text-to-911, and write it down
- Decide where the phone charges overnight
- Check whether your smoke alarms would wake the people who need waking
- Put spare batteries or a charging plan for hearing devices in your kit
- Tell one neighbor that a knock on the door may be the fastest way to reach you
